Bally’s Shareholders Step Back, Leaving Casino Smoking Ban in Lawmakers’ Hands

While Trinity Health is stepping back from the push at Bally’s, they are continuing to advocate for smoke-free policies at other major gaming companies such as Boyd Gaming, Caesars Entertainment, Wynn Resorts, and Penn Entertainment.

Shifting Focus to Lawmakers

Now that shareholders have taken a step back, the campaign against smoking inside casinos is shifting its focus to changing the law. Despite indoor smoking being allowed in Rhode Island’s casinos while other establishments are smoke-free, there is a growing push to address this inconsistency. Patrick Crowley, leading the Rhode Island AFL-CIO, emphasizes the need for state lawmakers to take action and advocates for more support in this regard. A recent survey commissioned by the union revealed that nearly 70% of respondents are in favor of prohibiting smoking inside the state’s casinos.

House Shows Support for Smoking Ban, But Senate Resistance Remains

Support for the smoking ban bill appears to be gaining momentum in the Rhode Island House of Representatives. Representative Teresa Tanzi has introduced legislation that has received a crucial endorsement from House Speaker K. Joseph Shekarchi, indicating openness to considering the proposal. Tanzi is optimistic about the bill’s approval during this session in the House.

However, the bill’s prospects in the Senate remain uncertain. Senator V. Susan Sosnowski introduced a similar bill which initially went to the Finance Committee but has now been transferred to the Labor and Gaming Committee, chaired by Senator Frank Ciccone. Ciccone has previously opposed a smoking ban, believing that allowing indoor smoking provides a competitive advantage over neighboring states with stricter regulations.

In discussions with union representatives and public health advocates in February, Ciccone explored potential compromises, such as increasing non-smoking areas within casinos. While acknowledging the concerns of those advocating for a ban, he expressed reservations about the potential impact on casino revenue. Bally’s has projected a 10% revenue decrease and over 120 job cuts at its Lincoln and Tiverton locations if smoking is banned. The company plans to present its financial forecasts during hearings with lawmakers.

Union leaders challenge Bally’s job loss predictions, citing existing staff shortages. Matt Dunham of Table Game Dealers Laborers Local 711 points out the numerous open positions on Bally’s website and questions the necessity of layoffs in the event of revenue declines.
